Dr Elaine is the current head of Surgical Services for the state of Perak and Head of Department of Surgery, Hospital Raja Permaisuri Bainun, Ipoh. She is a consultant colorectal surgeon, having completed her training with the Malaysian Board of Colorectal Surgery as well as her overseas fellowship in Taiwan in 2021.
Dr Elaine is a graduate of University of Malaya, completing her medical degree in 2005 followed by Master of Surgery in 2013. She is also a Fellow of the American College of Surgeons, current President-Elect of Malaysian Society of Colorectal Surgeons, an active trainer in surgical education at various training levels and speaker in international surgical conferences and workshops.
Dr Elaine is also the Chairperson of the Daycare Committee in HRPB Ipoh as well as member of the National and Perak State Daycare committees.

Abstract
Surgical daycare surgery is defined as clinical surgical services, diagnostic and therapeutic, diagnosed and completed in the same calendar day with local /regional / general anaesthesia and not requiring overnight hospital stay for patients. The daycare surgery journey in MOH began conceptually in the 1990s with individual hospitals setting up services initially in specialised clinical areas till the construction of the first Ambulatory Care Complex (ACC) in Hospital Raja Permaisuri Bainun Ipoh in 2005.
The constructions of another 9 ACCs followed throughout the nation till 2022. The first national daycare policy was launched in 2016 to guide and encourage uptake of daycare services for better patient comfort and most importantly, decongest inpatient beds much needed for more complex cases, both emergency and elective. However, progress was disrupted by Covid-19 and is currently in the process of restructuring for sustenance and expansion of daycare services in Malaysia.
Cluster Ipoh has also its share of successes, failures and difficulties. This is an overview of the progress, challenges and future plans of surgical daycare service from Cluster Ipoh.
