Shah Jahan bin Mohd Yussof
Dr Shah Jahan Mohd Yussof is a Consultant Emergency & Trauma Physician in Sungai Buloh
Hospital, a National Trauma Center in Malaysia. He attained his undergraduate training in
University of Science (USM) and subsequently further completed his post graduate specialist
training in Emergency Medicine at University of Malaya (UM), Malaysia.
In His 22 years of career, He has considerable experience being involved in various domestic
and International Medical Emergency & Disaster Response Missions, High Profile Medical
Coverage for both local and foreign Heads of States, medical coverage for high-risk
international motorsport events, organizing mass CPR programs, development of emergency
clinical pathways as well as medical innovations. Of them all, Dr Shah Jahan is especially
passionate in the provision of Emergency Trauma Clinical Care. He is deeply involved in both
the development of trauma clinicalservices and systems in Malaysia. He has been very ardent
in promoting trauma clinical education and frequently organizers training programs for both
medical officers and clinical allied staffs.
Dr Shah Jahan concluded His Sub-Specialty training in Emergency Trauma Care and completed
His Trauma Fellowship training at The Alfred, Melbourne. He is the pioneer as well as the
Head of Trauma Physician subspecialty training in the Ministry of Health and the Chair of The
Trauma Special Interest Group for College of Emergency Physicians, Malaysia.
Amongst others, He holds position as the Chairman of the Trauma Life Support Committee
for the Malaysian National Committee on Resuscitation Training (NCORT), the Chairman of
the Malaysian Trauma Registry (MTR), a member of the National POMR Assessor Committee
and the President of the Malaysian Society for the Care of Trauma, MASCOT. Dr Shah Jahan
has also been appointed as member of the National Emergency Medicine Conjoint Board for
Specialty Sub-Committee (SCCEM), as well as an honorary Post Graduate Clinical Supervisor
for Medical Faculty of University Technology MARA (UiTM), University Malaya (UM) and
National University of Malaysia (UKM). Dr Shah Jahan is also currently the Head of Emergency
& Trauma Department at Hospital Sungai Buloh, Malaysia.
Aside from his clinical and academic roles in the development of Emergency Trauma Care, Dr
Shah Jahan also Heads the Selangor State Integrated Bed Management Unit. During his after
hours, He is keenly involved in community health services and contributes his voluntary time
into the Malaysian St. John’s Ambulance Organization where he is entrusted as the National
Chief of Staff for Training.
Dr Shah Jahan envisions a future of an improved trauma clinical care service and system in
Malaysia. He acclaims a career dedicated into realizing this vision.

Abstract
The COVID-19 pandemic highlighted significant deficiencies in global emergency, critical, and operative (ECO) care services, leading to preventable mortality and morbidity.
In response, the 76th World Health Assembly passed Resolution 76.2, aiming to strengthen integrated ECO care globally as a component of universal health coverage. This resolution seeks to meet population health needs, improve health system resilience, and enhance protection from health emergencies.
Malaysia, as a WHO Member State, is aligning its healthcare strategies with WHA76.2. Key approaches include integrating ECO care into national health policies, strengthening the continuum of care from community to hospital, investing in human resources and capacity building, enhancing infrastructure and technology, strengthening governance and data collection, and fostering multi-sectoral collaboration. Specific initiatives include developing a National Trauma Health Care Policy, advocating for trauma system initiatives such as pre-hospital bypass protocols, trauma team activations, growth of the Malaysian Trauma Registry (MTR), amongst others to guide quality improvement and resource planning.
The early compliance efforts towards The WHO ECO Resolution underscores Malaysia's dedication to improving universal health coverage and equity in emergency & trauma services.
